Add formats input to choose the package formats to build #1

Merged

The reusable workflow always built deb and rpm. The new input formats
(default "deb rpm", so existing callers are unchanged) is passed to
nfpm-build. pulp-publish already skips rpm when no rpm files exist.
The test job now fails with a clear message when no package matches the
test target instead of failing on an unmatched glob.
